Support Builds for Hybrid Owners? Tax Break
Support is intensifying in Congress for hybrid owners’ tax breaks. The owners who convert their vehicles to plug-ins will be eligible for such tax break. But doing so would invalidate the manufacturer’s warranty.
U.S. Rep. Ed Markey, D-Mass., the head of the House global warming committee who has been pushing a 40 percent raise in vehicle mileage standards by 2018, proposed his “Plug-in Hybrid Opportunity Act of 2007″ on Wednesday. The bill would give gasoline-electric hybrid owners a 35 percent tax credit to settle up the costs of converting their vehicle to plug-ins.
In June, an analogous legislation was proposed in the Senate. Sens. Maria Cantwell, D-Wash., Orrin Hatch, R-Utah, and Barack Obama, D-Ill., want to offer consumers up to ,500 in tax credits to convert hybrids to plug-ins. Dubbed the “Fuel Reduction using Electrons to End Dependence On the Mideast Act of 2007,” or the FREEDOM Act, it also would give automakers incentives to manufacture plug-in vehicles.
The House Ways and Means Committee also is considering such tax incentives. Auto manufacturers have been critical of the effort. Converting a vehicle not only invalidates the manufacturer’s warranty, but also necessitates the installation of several hundred pounds of batteries and often results to the removal of the spare tire.
The Toyota Motor Corp., which has sold one million hybrids around the globe, including 750,000 units in the United States, over the last decade, said that converting a hybrid risks vehicle fires, and actually increases greenhouse gas emissions.
Charles Ing, Toyota’s director of governmental affairs, told the Senate that tests of two converted plug-in Toyota Prius vehicles show they had significantly higher emissions of nitrogen oxide. “This raises the question of whether the government should be paying people to make their cars dirtier,” Ing wrote.
The Prius is one of the first mass-produced hybrids worldwide. The car is certified as a Super Ultra Low Emission Vehicle (SULEV) by the California Air Resources Board (CARB). With the 2004 model, the Prius was redesigned as a midsize hatchback slotting between the Corolla and Camry, and is certified as an Advanced Technology Partial zero-emissions vehicle (AT-PZEV).
But there are many ardent enthusiasts of conversion plug-ins. Several battery manufacturers, including Watertown, Mass.-based A123, are selling conversion kits for around ,000.
Markey will hold a hearing and demonstration today with A123’s president and CEO, David Vieau. The hearing also will include the mayor of Austin, Texas, and actor Rob Lowe, who supports hybrids. A Markey spokesman, Eben Burnham-Snyder, said that Lowe “had driven a plug-in hybrid and is passionate about the issue.”
Automakers were critical of the decision to include Lowe. “This is a new low in policy making. This is a serious public policy issue potentially impacting millions of jobs, not a Hollywood production,” said Charles Territo, the spokesman for the Alliance of Automobile Manufacturers, the trade group that represents the Detroit Three, Toyota, and BMW, among other automakers.
Though automakers oppose converting existing hybrids to plug-ins, they are working to develop plug-in technology for the future. Detroit’s Big Three have each said the technology is being looked at – after years of outright dismissal. The Subaru exhaust would be emitting cleaner emissions in the future.
But Toyota’s announcement was more significant because the company is presumed to have the technology to actually bring such cars to market, analysts said.
“When you combine plugging-in – which pushes fuel efficiency over 100 miles per gallon – with biofuels, then you’re getting into multiple hundreds of miles per gallon,” said Bradley Berman, the publisher of hybridcars.com, a technology website. “It starts to look like a real here-and-now solution to oil dependence, air quality, and climate change.”

Subaru Justy Ready for Europe!
Japanese automaker Subaru now releases the details of its new model that will enter the super mini segment in the European market. Equipped with a wide range of features, high performance and fuel efficient powertrain, the Subaru’s super mini model called the Justy will roll out in European dealerships carrying a manufacturer’s suggested retail price (MSRP) of only 8,495 British Pounds.
The Subaru Justy super mini features a three-cylinder 1.0 litre twin-overhead camshaft petrol engine under its hood. This power unit is capable of pumping out 69.3 PS at 6,000 rpm and 69.3 lb ft of torque at 3,600 rpm, allowing the super mini to accelerate from 0 to 60 mph in 13.5 seconds, reaching a maximum speed of 100 mph. The 1.0 litre engine offers an impressive fuel economy for consumers, as it achieves 64.2 mpg Extra Urban. In addition, the Subaru Justy’s engine offers very low harmful exhaust emissions of only 118 grams per kilometer. European consumers can also enjoy numerous benefits with this new super mini model like the five-year/60,000 mile warranty backed by five-years’ UK and European roadside assistance.
Lawrence Good, Subaru (UK) Limited Managing Director said: “Everyone is very enthusiastic about the new Justy as it is will appeal to environmentally-conscious motorists and those seeking ultra-low running costs. Subaru dealers enjoy strong customer loyalty and the new Justy gives them a much-needed entry-level car to sell to both existing customers and new prospects.”
On the other technical side, the new Subaru Justy is equipped with a European-tuned chassis including a long suspension-travel for a smooth ride. Anti-roll bars are also included to provide agile handling for the vehicle. These roll bars are located at the front and rear of the vehicle combined with firm damping. The front suspensions are made of MacPherson struts while the rear suspension features a torsion bar with separate coil springs. Other technical feats and systems include power steering, advanced braking system featuring anti-lock ventilated front discs, rear drums (ABS), and Electronic Brakeforce Distribution (EBD). This optimises the braking force according to the weight distribution of passengers and luggage.
Other highlights of the Subaru Justy include driver and passenger front and rear curtain airbags, side and front and rear curtain airbags, alloy wheels, air-conditioning, four electric windows, reversing sensors, remote central-locking with alarm and ISOFIX child seat mountings, and 225 litres of luggage space. This model is also equipped with antenna (like Acura car antenna) for radio/CD player.

The all-new 2008 Subaru Tribeca stirred the North American crowd at the recent 2007 New York International Auto Show that took place at the Jacob Javits Convention Center in Manhattan. The 2008 Subaru Tribeca “features more style, more power and improved efficiency”, according to the Japanese automaker.
For the 2008 model year, Subaru gave the Tribeca a new bold exterior styling with a larger and taller front grille that is now integrated into the vehicle’s front bumper. The grille features a chrome spread-wing design and Subaru star cluster badge. The 2008 Subaru Tribeca also comes with a new hood design with raised line, deeper front valance, new headlamps, functional rear three-quarter windows, new larger side-view mirrors, powerful fender flares and wheel form, new rear valance below the tailgate, and a new wider tail lamps.
Inside the 2008 Subaru Tribeca, comes a sophisticated twin cockpit design featuring sculpted dashboard with aluminum-look trim. Interior lighting provides a sophisticated touch and elegant feel including electroluminescent dials illuminating the front and rear footwells, center console, and cup-holders. The vehicle’s center console consists of driver controls and information like audio system, clock, fuel economy, outside temperature, and navigation system with a seven-inch touch screen. Moreover, a rear-seat DVD entertainment system is also available as an optional component. As a sport utility vehicle (SUV) model, the 2008 Subaru Tribeca features a comfortable passenger space as well as luggage room. The 2008 Tribeca features a 7-passenger configuration with a standard 50/50 split fold-down third-row seat and auxiliary rear cabin air conditioner to enhance the interior comfort for its occupants.
A host of active and passive safety systems for the 2008 Subaru Tribeca are available as standard equipments. These include a Ring-Shaped Reinforcement Frame Structure, occupant-sensing, dual-stage driver and passenger airbags, seat-mounted side impact air bags, and standard side curtain air bags for the front and second row seats. The side curtain air bags are activated through a Roll Sensor that detects vehicle rollover. In addition, driver assistance safety systems are also available including standard anti lock brake system (ABS) with Brake Assisst (BA), Vehicle Dynamics Control, and standard four-wheel traction control.
Powering the 2008 Subaru Tribeca is a new 3.6-liter boxer engine featuring an increased power and torque output. The engine now pumps out a maximum 256 hp (from 245 hp) and now produces 247 lb.-ft. (from 215 lb.-ft.) amount of peak torque. In spite of the larger engine displacement and increased power output, the 3.6-liter boxer engine maintains its fuel efficiency and lower exhaust emissions, thanks to the engine’s Active Valve Control System (AVCS) variable valve timing on both the intake and exhaust valves, as well as the standardized timing for all cylinders.
The new 3.6-liter boxer engine is mated to a standard 5-speed automatic gearbox powering the Subaru Symmetrical All-Wheel Drive (AWD) system with Variable Torque Distribution (VTD) and four-wheel traction control system (TCS). The clutch parts comes with pressure plates equipped with release bearing similar to Jeep release bearing found on the Jeep Grand Cherokee, one of the Subaru Tribeca’s competitor in the mid size SUV market segment.
